In no uncertain terms, Arunachal
Pradesh Government has been asked to implement Prime Minister’s package
as per the schedule. With the Dorjee Khandu Government completing first year in
office, the Centre has set a deadline for Arunachal Pradesh to submit
feasibility reports of various projects to be implemented under the
recently-announced Prime Minister's Package. The Centre is insisting for
timely execution of the schemes. The Centre has directed the State Government to submit the
feasibility report for the 1,840 km double-lane Trans-Arunachal Highway
with an estimated cost of Rs 5,500 crore latest by June next. The Prime Minister's package was reviewed at a high-level
meeting in Delhi, which was chaired by Principal Secretary to the Prime
Minister P. K Nair. During the meeting it has been decided that alignment
for the four-lane highway had to be finalised in two weeks and that the Rs
550 crore Itanagar Greenfield Airport, for which the State Government has
to begin the process for clearing forests and acquisitioning land, has to
be completed in three years. Addressing a review meeting held at Raj Bhawan to discuss and review the developmental activities in the State, the Governor said that Arunachal Pradesh would become one of the most developed States of the nation in terms of GDP and high per capita income of the people if concerted efforts with coordinated approach are put in implementing the developmental initiatives in the state. Stating that the review meeting helps to update information and educate oneself on development activities, Singh said that he has interacted with various officers of the departments and their presentations would help him to join hands in the development process of the State. He further appreciated the officers for their detailed presentations on the activities of their departments. “Peace is a prerequisite for development,” the Governor said and called for ending terrorism at any cost so as to bring about a balanced development in the State. The Governor further stressed on the need of a collective approach in maintaining law-and-order situation in the State. While emphasizing on proper publicity of various policies and programmes of the Government especially under Industries, Tourism, and Horticulture sectors, Singh said that this would provide the required exposure to the sectors and promote private investments in the State. Insisting on involvement of private sectors in horticulture, the Governor said that the huge potential in horticulture sector is likely to increase the per capita income of the people and thereby improve their standard of living. While calling upon the department to work for development of the sector, he emphasized on promoting beekeeping as it would benefit the local populace. The Governor further asked the Horticulture Department and small scale industries to take up the subject of beekeeping and work in momentum in the districts for motivation of the villagers. He also stressed on bamboo cultivation to boost the local economy, besides underlining on orchid exploration and make the State the largest orchid producer of the country. He also pointed out for the need to improve the transport system. The Governor further called for a review meeting with the Deputy Commissioners as a follow up of this meeting to help generate awareness at the grassroot level. The day-long conference convened by the Governor and Chief Minister was attended by all the Ministers, Commissioners, Secretaries and other high ranking officers of the State Government. Chief Minister Dorjee Khandu while emphasizing on timely submission of utilization certificates on the projects, besides proper monitoring and dedicated action in implementing Prime Minister’s package, sought cooperation from all quarters to lead the State forward. Chief Secretary Tabom Bam urged upon the officers to enhance their efficiency and give proper shape to the development initiatives in the State. Planning Secretary and Secretary to the Governor P. S. Lokhande informed that the meeting was to discuss developmental issues pertaining to the State and to understand and identify the focus areas including PM’s package. All the Commissioners and Secretaries presented developmental activities and action plan taken up in their departments with particular reference to PM’s package for Arunachal Pradesh.
