“Eradicate trafficking and HIV from the society”
The Judicial colloquium calls for Awareness Schemes at the grassroot level even among the people below poverty line.

The inaugural session of the Judicial colloquium for development of policies and programmes for North Eastern Region mandating social justice and equality for survivors of trafficking and HIV/AIDS organized by the National Legal Services Authority in collaboration with Assam State Legal Services Authority started at the Assam Administrative Staff College.

Hon’ble Chief Justice of India Justice K G Balakrishnan, while referring to a similar conference at New Delhi, which was held in the month of August 2006, expressed his desire to hold a larger gathering in the Nroth East India. CJI expressed that though the literacy rate of the NE States are high, but due to the geographical location of the NE States with the bordering countries, the issue of trafficking and HIV/AIDS has become significant. CJI emphasized the need to sensitize the judiciary and the masses of the evil of trafficking to eradicate the same. Awareness scheme at the grass root level even among the people below poverty line has to be set out. The CJ stressed that the implementation of the welfare legislation has to be worked out by avoiding the middleman. NGOs and social organizations have to come together to rehabilitate the victims of trafficking.

The CJ further emphasized the need to penetrate into the hearts of such victims by lending them a helping hand rather then organizing Seminars/Workshops at the cozy atmosphere of a Five Star Hotel.

The CJ requested the Chief Minister to look into the fund allocation or the judiciary, which would help to have a better infrastructure for the judiciary.

Finally the CJ stressed on the trafficking of Children wherein he stated that the legislations in relation to the Child labour and Constitutional provision for free and compulsory education of children has to be strictly implemented to achieve the goal. He further emphasized that if the children are provided proper education, the problem of child labour and school dropouts can be solved.

Chief Minister of Assam Tarun Gogoi while addressing the august gathering admitted that the efforts to fight trafficking and HIV/AIDS have failed and as such emphasized that the Govt. and the Judiciary along with the NGOs must commit themselves to eradicate the issue of trafficking and HIV from the society.

Others who spoke on the occasion include: Hon’ble Justice H.K. Sema, Hon’ble Justice P.P. Naolekar, Judges of the Supreme Court, Hon’ble Justice M.K. Sharma, chief Justice of Delhi High Court, Hon’ble Justice D. Biswas, Chief Justice (Acting) of the Gauhati High Court.
