Union Home Ministry figure show that more innocent people are being killed in North-East than Jammu and Kashmir. There are two reasons for the alarming rise in the number of deaths is the region. Firstly, the failure of the state administration and secondly the choice of soft targets by the militants are behind the increase in killings. It is a pity that the State Governments of the region have failed to take advantage of the ‘cry for peace’. The states have failed to provide adequate support to those who dared to raise their voices against senseless killings and mindless destructions. No wonder that Manipur has earned the dubious distinction of being the most-troubled State in the country. Though Manipur has an elected government, there is virtually no existence of administration in that State. The Chief Minister is more keen to save his chair rather than gearing up the administration to tackle the menace. Similarly, Assam, even after getting sufficient funds for modernization of State police force, always looks for the Central paramilitary forces to combat militancy. In Nagaland, the State Government has done nothing to stop ongoing fratricidal killing. The fratricidal killings are on at a time when the peace talk between the Centre and NSCN (IM) is at a crucial stage. The inefficiency of the State Governments has reached to such a level that now Arunachal Pradesh is also a disturbed area. Only couple of years ago the State used to be described as an oasis of peace in the North-Eastern region. Coupled with the failures of the State Governments, the militants’ fancy for soft targets is another factor for increase in number of killings. The militants are doing it deliberately to hide the fact that their support base has completely eroded. That is why they are planting bombs at crowded market places, in trains and even in the gatherings of school children. The militants have failed to read the writings on the wall. More they indulge in such acts, more they will distance themselves from the people. Time has now come to take a vow that the region should not top the list of disturbed regions in the country; rather it would become an example for others on how to get rid of troubled times.
