Tourism Ministry funds projects for NE

Union Tourism Minister Ambika Soni recently placed in the Lok Sabha the detailed statement of State wise tourism projects sanctioned during the last three years of the 10th Five Year Plan. Replying to a question from Bhubneshwar Prasad Mehta, the written statement of the Minister stated that a sum of Rs. 49.80 lakh was sanctioned for two tourism projects in Manipur for the year 2005-06, for which a sum of Rs 39.84 lakh was released to the State Government.

During 2006-07, the Ministry sanctioned a sum of Rs 939.35 lakh for nine projects for Manipur and a sum Rs 649.48 lakh was released from the Ministry. No sanction was made for Manipur during 2004-05. For Assam, a sum of Rs 2,453.39 lakh was sanctioned for nine projects in 2006-07, Rs 2,140 lakh for 10 projects in 2005-06 and Rs 986.03 lakh for eight projects in the year 2004-05. For Arunachal Pradesh, a sum of Rs1,887.80 lakh was sanctioned for 12 projects in 2006-07, Rs 2,240.16 lakh for 10 projects in 2005-06 and Rs 1,325.50 lakh for nine projects in 2004-05. For Meghalaya, a sum of Rs1,435. 29 lakh was sanctioned in 2006-07, Rs 5 lakhs for one project in 2005-06 and Rs 963.30 lakh for two projects in 2004-05. For Mizoram, a sum of Rs 2,613. 38 lakh was sanctioned for nine projects in 2006-07, Rs 2,273.41 lakh for 10 projects in 2005-06 and Rs 1,086. 35 lakh for six projects in 2004-05. Nagaland got a sanction of Rs 2,340.32 lakh for eight projects in 2006-07, Rs 2,528.97 lakh for nine projects in 2005-06 and Rs 2,250.69 lakh for seven projects in 2004-05. Sikkim got a sanction of Rs 2,609.42 lakh for 13 projects in 2006-07, Rs 2,844.56 lakh for 14 projects in 2005-06 and Rs 660.81 lakh for eight projects in 2004-05. Tripura got a sanction of Rs 291.27 lakh for four projects in 2006-07, Rs 716.26 lakh for three projects in 2005-06 and Rs 20 lakh for one project in 2004-05. –

Initiatives taken by AIR for North East

 Prasar Bharati has set up an exclusive Marketing Division at Guwahati in 2006, which is working as a single window for catering to the needs of advertisers and clients of Assam and the entire North-eastern region. This division accepts bookings for and on behalf of all the AIR stations of Assam and the region. Besides, All India Radio has already allowed concession up to 50 per cent on commercial rates to NGOs and voluntary organisations for promoting public service broadcasting on various radio stations of Assam and the Northeastern region, viz. Haflong, Jorhat, Diphu, Kokrajhar, Belonia, Gangtok, Jowai, Kailashahar, Mokokchung, Kohima, Tezu, Tura, etc. in order to make the stations of this region commercially viable to some extent.

On the other hand, the Union Government has implemented plans for strengthening the radio coverage in border areas in the North East. As part of North East plan phase-I, two FM transmitters at Itanagar and Kohima are ready. Under NE special plan phase-II installation of transmitters has been approved as follows: (i) 1 KW FM transmitter at 19 new places. (ii) 5 KW FM transmitter at Silchar. (iii)10 KW FM transmitter at Gangtok. (iv) 100 nos. of 100 watt FM transmitters for uncovered areas.

Central schemes for North-East approved

 The Cabinet Committee on Economic Affairs has given its approval for several schemes for the North East.

(a) Continuation of the Centrally sponsored scheme relating to ‘Establishment of new Industrial Training Institutes in NE and Sikkim (outlay Rs100 crore) and incur expenditure of Rs18.31 crore under various components, till 31.3.2008, after which the State Governments will bear the recurring expenditure.

(b) Continuation of the other scheme component on strengthening / modernization of ITIs in J&K (outlay Rs37 crore) and incur expenditure of Rs 30.49 crore for J&K, under various components including recurring expenditure from 1.4.2007 till 31.03.2009.

(c) To incur expenditure of Rs13.70 crore for setting up of three new ITIs – two in Sikkim and one in Assam. As additional allocation, within the existing North East scheme, for next two years during the XI Plan from 1.4.2007 till 31.03.2009.

(d) Building in flexibilities for change of trades in the identified ITIs within the State and for allocation of funds from one scheme of the project to another and from one component of the scheme to another and between the major components, within a upper limit of 10 per cent. Secretary, Ministry of Labour and Employment will have the power for approving such changes within the original project cost of Rs100 crore for North Eastern states and Rs 37 crore for J & K.

ONGC to boost output

The Oil and Natural Gas Corporation (ONGC) has intensified efforts in Assam for augmenting oil production. Union Minister of State for Petroleum and Natural Gas, Dinsha Patel said intensified efforts included specialised drilling techniques, aggressive infill drilling, development of newly discovered fields, and implementation of improved oil recovery in mature fields and engaging reputed consultants.

However, the figures furnished by the Minister showed that crude oil production in Assam during the last five years has declined to 1.331 MMT from 1.735 MMT in 2002-2003. In 2005-2006, production touched an all-time low of 1.285 MMT. India imports 73 per cent of its crude oil requirement from abroad. Meanwhile, a new pipeline is being laid for transporting natural gas from Duliajan to Numaligarh. The gas pipeline is expected to be completed by October 2008 at an estimated cost of Rs 318 crore, Patel said.

Central share for SSA enhanced

Bowing to the pressure from the Northeastern states, the Union Cabinet decided to modify the Centre-State funding pattern for Sarva Shiksha Abhiyan (SSA) to 90:10 pattern. According to the revised funding pattern for the other states, approved by a meeting of the Union Cabinet chaired by Prime Minister Manmohan Singh, the ratio of the Centre-state share for the implementation of the SSA would be 65:35 during 2007-09, 60:40 during 2009-10, 55:45 during 2010-11 and 50:50 during 2011-12 and thereafter till the end of the programme.

Information and Broadcasting Minister Priya Ranjan Dasmunsi informed that the funding pattern for the eight North-Eastern States would be modified as 90:10.

"With the eight North Eastern states requiring to provide only ten per cent as their state share, it will be a measure of relief to these states against enhanced state share envisaged in the eleventh plan period under the SSA," Mr. Dasmunsi said. The modified funding pattern for SSA would be implemented with retrospective effect from April one this year. All the NE states had demanded 90:10 pattern of funding in this mass literacy scheme to make it a success.
