Ultra outfits running parallel govt in NE : VHP
VHP international vice-president Acharya Giriraj Kishore alleged that there were ‘certain terrorists organisations’ in the east, which were running a parallel government there. He told reporters that these outfits even demanded ‘tax’ from traders and government servants. “No trade can be conducted without their consent. They have their embassies in Singapore, Bangladesh and Bangkok,” he claimed. The first troublesome State was Jammu and Kashmir, and the second was the North-East. Afterwards all bordering States are in the hit list of ISI, he said. Police rescues abducted BDC chairman Police rescued an abducted chairman of a Block Development Committee (BDC) from the clutches of the banned NLFT and apprehended two ultras of the outfit in separate incidents. A group of ultras raided the house of the chairman of Melaghar Block Development Committee and a ruling Left Front leader, Banisingh Debbarma at Moniramchaudhuripara in West Tripura district and kidnapped him at gun point. The ultras were, however, forced to free Debbarma in the face of heavy resistance by the forces and fled from the village. Army recovers cache of arms In yet another successful operation, Tambi Tigers of Dah Division of Gajraj Corps, based at Naharani, captured a cache of arms and ammunition. Based on specific information, jawans of Tambi Tigers, while searching an area near Achaban Tea Estate, recovered a huge cache of arms and ammunition buried 3 feet under the earth. The recoveries were two pistols, one 12 bore gun, and two rocket bombs. These rockets were of the type, which was used in the Digboi incident. Besides this, there were large number of incriminating documents and pamphlets, hidden along with the consignment. 2,000 tonne cold storage in NE A 2,000 tonne capacity cold storage, the first of its kind in entire North-East, will be built at Singhmari in Kamrup district for better marketing of diffferent agricultural products, Deputy Commissioner of the district Samir Sinha informed. Speaking to media persons, Mr Sinha said Rs four crore would be required to build this cold storage, which would be provided by the Noth East Council. The construction of the cold storage would be completed within the next 14-month period, Mr Sinha stated. NDFB tax collector killed The troops of the Red Horns Division deployed in Bongaigaon district have eliminated a NDFB tax collector in Amguri Bazar recently. Based on specific information about presence of a group of NDFB militants in the area of Amguri bazar, the troops of the Red Horns Division laid an ambush. The troops observed suspicious movements. On being challenged, the militants opened fire and tried to escape. In the encounter, one NDFB militant identified as Sambran was killed while the others managed to escape taking cover of the thick undergrowth and darkness. A live Chinese grenade, one detonator, few assorted ammunition and incriminating documents related to the NDFB, were recovered from the militant. Oram’s assurance to Nyishi bodies Union Tribal Affairs Minister Juel Oram has assured a joint delegation of Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU) to move a constitutional amendment Bill in the winter session of Parliament for replacement of derogatory nomenclature ‘Dafla’ by Nyishi. NES president Ligu Tacho, secretary Techi N Nokum, ANSU president Likha Tonbu and general secretary Achung Tajo said that Oram had assured the joint delegation to fulfill the demand within six months when it called on him on August 25 last armed with a government resolution to this effect adopted by Arunachal Assembly on August 19. Scheduled Caste and Scheduled Tribe (SC & ST) Commission Chairman Vijoy Shankar Shastri has described the demand as genuine after he was convinced of the grievance by the delegation. Suspected PREPAK cadre killed in encounter At least one suspected People’s Revolutionary Party of Kangleipak(PREPAK) cadre was killed in an encounter with the Army at Leipharok Maring village under Imphal East district recently. According to police, the suspected cadre was killed when troops of the 17 Assam Rifles launched a search operation in the area. A nine mm pistol with one live round of ammunition, one country-made turbine with four rounds of ammunition, four 32 mm live rounds, one chordless phone and some incriminating documents were recovered from the spot, police said. Assam Rifles constructs rain sheds The Assam Rifles in keeping with its tradition of being "friends of the hill people" has constructed two rains sheds at the most famous falls (The Seven Sisters Fall and the Nohkalikai Fall) at Cherrapunjee, a famous tourist site. Both the rain sheds was inaugurated and dedicated to the tourists and locals of Cherrapunjee by the Assam Rifles.

Assam Rifles DG visits Tripura
The Director General, Assam Rifles, Lieutenant General H S Kanwar, visited 21 Sector Assam Rifles, which is involved in combating insurgency in Tripura. The DG reviewed the counter-insurgency situation and visited the Assam Rifles battalions operating in the South and West districts. During his recent visit, General Kanwar met the Governor of Tripura D. N. Sahaya. The Director General thanked the State for extending full cooperation to the Assam Rifles deployed in the State. He discussed a large number of issues relating to insurgency and confirmed his resolve to bring back normalcy in the State. He assured full support of the Assam Rifles and the hierarchy of the Army, in effectively combating insurgency in Tripura and to help the State to carry on with the various developmental projects. NSCN (IM) cadre in Tuensang lynched In a rerun of the Mokokchung incident, another NSCN (IM) cadre was lynched by a mob in Tuensang town for his involvement in the assault of two leaders of the Tuensang and Non Students’ Federation(TMSF). The incident occured when the leaders of TMSF and the Tuensang non public organisation were holding a meeting with the NSCN (IM) cadres over the August 21 incident. The sources said although the situation was tense, precautionary measures had been taken by the district authorities apprehending a Mokokchung-like situation and prohibitory under Section 144 Crpc clamped in the area. Gogoi Govt indulging in secret killings: AJYCP The Asom Jatiyatabadi Yuba Chatra Pariashad (AJYCP) has criticised the State Government for failing to control the-law-and order situation in the State. AJYCP alleged that 30 youths have been murdered in the last couple of days throughout the State. Blasting the Congress Government for ‘secret killing’ as that of the last AGP regime in the State, the AJYCP threatened the State Government especially Chief Minister Tarun Gogoi and Assam Minister of State for Home Rockeybul Hussain to face severe consequences if they did not immediately discard the method of ‘secret killings. 9 trucks damaged in Manipur Nine Imphal-bound trucks loaded with essential items were severely damaged at Manipur’s border town of Mao by miscreants. The miscreants attacked with iron rods and pelted stones damaging severely the trucks while they were being parked at Mao. The essential items worth lakhs of rupees in the trucks were also destroyed in the incident. The attackers fled in the darkness.

Rio Ministry expansion likely
The six-month old Neiphiu Rio-led Democratic Alliance of Nagaland(DAN) Ministry is likely to expand shortly with induction of two new Cabinet Ministers and two Ministers of State. All the probable MLAs to be inducted in the ministry are from the Nagaland Peoples’ Front(NPF), who have defected from the Congress recently and subsequently joined the NPF, sources informed. One arrested with brown sugar Police arrested one person from Ku Nyao village under Namsai village in Lohit district and seized five gms of brown sugar and 40 gms of opium from his possession. R Kipa, medical officer-cum-de-addiction programme in-charge of Namsai community health centre said police arrested Chaw Ponya from Namsai. The following day police arrested another person Chaw Nihun Hopak of Solungto village and recovered 120 gms of opium from him, he added. Top militant shot, materials recovered In a fierce encounter with the security forces a top NLFT militant was shot dead in Tripura’s Dhalai district. Police said acting on a tip-off the Tripura State Rifles jawans, led by senior police officials, launched a combing operation at Ghantachara under Ambassa police station. During the operation, the National Liberation Front of Tripura militants fired on the TSR jawans, who also retaliated killing the self-styled area commander of the outfit Lalit Debbarma on the spot. After a brief encounter the ultras managed to escape deep inside the jungle. Additional security forces have rushed to the spot. Besides the body of the militant, the security forces recovered some ammunition, a Chinese grenade, one camera and a radio set, Rs 68,000 in cash and some other materials. Commando strength increased in Manipur The Manipur Police have increased its strength of police commandos in the four valley districts from 500 to 800. Additional DGP Y Joykumar said that the rise in the strength of commandos, to be deployed in the four valley districts of Imphal West, Imphal East, Bishnupur and Thoubal, was done keeping in mind that the districts were more prone to militancy. The hill districts were comparatively peaceful and hence there was no need for additional security forces there, Mr Joykumar said and added that most of the explosions, besides other militant activities, were usually triggered off by the underground groups in the valley. Rhino horn recovered, three arrested Under the initiative of village defence organisation and with the assistance of Behali Police, a rhino horn was recovered from a house under Behali police station in Sonitpur district. According to police sources, the rhino horn weighed 1,200 gm and valued at Rs 5 lakh. In this connection police arrested three persons — Kurdus Ali, Noor Hussain and Someswar Das. A case has been registered under Wildlife Protection Act.

CM moves Brahmaputra Board over Majuli
Concerned our the erosion at Majuli assuming grave proportions during the recent floods, Chief Minister Tarun Gogoi held discussions with Chairman of Brahmaputra Board M. K. Sarma is New Delhi recently. In the meeting, Gogoi emphasised on the immediate need of anti-erosion and flood protection work to save the island in view of its great heritage and cultural treasures. The Chief Minister further enquired from the chairman of the Brahmaputra Board whether various schemes of flood protection work being executed by the Board were under a master plan. The Chief Minister told the chairman that ad-hoc protection work would do little to solve the perennial problem of floods in the region. Elaborating on the fact that erosion causes grave damage to an agricultural economy, the Chief Minister asked the Brahmaputra Board to place anti-erosion schemes on the highest priority. Mr Sarma informed that an amount of Rs 86 crore has been recently approved by the Central Water Commission (CWC) for anti-erosion schemes in MajuPowerful explosive device recovered A dreaded ATTF insurgent was arrested with a sophisticated 2.5 kg explosive device from a village in West Tripura district. The device which was found connected to a battery system had the capacity to create big damages, the police said. The insurgent was apprehended when a group of jawans of Tripura State Rifles (TSR) during patrolling at Maliamura, a border village under Sidhai police station, tried to stop four tribal youths coming from Bangladesh side on bicycles. While the others managed to flee leaving their bicycles, the insurgent was apprehended along with the explosive device. The arrest comes on the heels of killing of seven policemen by ATTF ultras using an IED at Barkathal under the same police station on August 11.

Chamber of Commerce petitions Rly Minister
The Upper Assam Chamber of Commerce (UACC) has petitioned the Railway Minister, Nitish Kumar to include Mariani junction in computer reservation booking for the Rajdhani Express and extend the Bikaneer-Jodhpur-Guwahati train upto Dibrugarh. In a letter to the Railway Minister, Duli Chand Agarwal, honorary secretary, UACC, Jorhat has pointed out that though there are computerised reservation counters at Mariani Jorhat for Rajdhani Express travellers, the reservation is issued from Tinsukia or Dibrugarh with boarding at Mariani junction, which results in payments for more than 200 km express fare unnecessarily. He further stated that the passengers of Upper Assam to Rajasthan, Bihar, etc., who are quite a large number would be greatly benefitted if the Bikaner-Jodhpur-Guwahati Express train is extended upto Dibrugarh. At present the train is running from Guwahati. 2 NSCN (IM) men killed near Manipur border Two NSCN (IM) activists were killed in factional fight with NSCN (K) at Maku area near Manipur border town with Assam. Sources identified the NSCN (IM) victims as Neilalung Kamei and Wrongmei and added that both factions had intensified factional fight in the past some years. Four drowned in well in Dimapur Altogether four youths drowned inside a ring well at Purana Bazar, in Nagaland’s Dimapur district. Sources said two brothers, who were tenants of a building of the Chekesang Society Memorial Baptist Church, along with one of their friends went to fetch water from the well located within the premises. While fetching water, the bucket slipped inside the well. One of the brothers, Sriram (20), who went down to retrieve it got drowned. The other brother, Prabhu (22) sensing danger tried to rescue his brother but he too met the same fate. The third person, Dayal (22), who was witnessing this tragedy, tried to save both of them, but he also met his watery grave. The fourth person, Mani, a friend of the three youths, rushed to the site and went down the well and died in the same fashion. Later, police and fire brigade personnel recovered all the bodies from the well. Nagaland Cong condemns cow slaughter ban The Nagaland Pradesh Congress Committee (NPCC) and its Mahila wing has condemned the proposed ban on cow slaughter stating that such a proposal was against democratic norms and violated age-old customs and habits of Nagas. Condemning the proposal, NPCC president SC Jamir said it would not be practical in the North-East. Earlier, AICC general secretary Oscar Fernandes, who was on a visit to Nagaland, told reporters that it had been the consistent stand of the Congress that the legislation should be left to individual States.

RPF claims responsibility for blast
The Revolutionary People’s Front (RPF) has claimed responsibility for the bomb blast at Lilong in which six people were killed and several injured. The outfit in a statement apologised to the people for the incident and clarified that it was triggered off accidentally. Blast no exception: SPF The ruling Secular Progressive Front (SPF) Government in Manipur said the bomb blast at Lilong in which six people were killed and several injured should not be treated as an exception. It was extremely unfortunate that such a ghastly incident took place, but that should not be treated as an exception, said SPF spokesman and Works Minister Gaikhangam. The minister said instead of pointing fingers at the security lapses of the government, the people should cooperate and make a joint effort to stop further occurrence of such incidents in the future, with special emphasis on border areas. Move to repeal APCOCA flayed The Opposition Congress has criticized the move of the Gegong Apang Government to repeal the controversial Arunachal Pradesh Control of Organized Crime Act 2002. Deputy leader of the Congress Legislature Party Tako Tabi said his party would staunchly oppose any move by the new regime to scrap the Act. Tabi recalled the legislators in the UDF dispensation, most of whom were in Congress till July 27 last had supported the move of former Chief Minister Mukut Mithi in enacting the Act on August 25, last year. Referring to reports that the UDF Government will move a Bill in the Assembly session, beginning from tomorrow, to repeal APCOCA he said "it will be nothing but a mockery if the same legislators, presently with Congress, now oppose the Act." He said repealing the Act would also encourage the two NSCN factions, particularly active in Tirap and Changlang districts, and people would be the ultimate sufferer. The Congress leader alleged that NSCN factions had entered the State and involved in unlawful activitiesMithi wants a Congress Dy Speaker Aruanchal Pradesh Congress Legislature Party leader and former Chief Minister Mukut Mithi has urged the United Democratic Front (UDF) Government, led by Mr Gegong Apang, to elect Deputy Speaker from the Opposition party. This was decided in a Congress Legislature Party (CLP) meeting. In a letter to Mr Apang, Mr Mithi requested to accept the candidature of Congress to follow the healthy Parliamentary system for electing the Deputy Speaker.
