IN what could affect the growing Sino-Indian ties after Prime Minister Atal Bihari Vajpayee’s visit to Beijing in last June and China’s subsequent recognition to Sikkim as part of India, certain documents obtained by US intelligence agency CIA from an unknown Chinese source, reveal that China plans to dismember the country’s North-East in the coming two to three decades when it reaches the pinnacle of its economic and military power. 

Ever since the 16th Chinese Communist Party (CCP) Congress in November 2002, the CIA was engaged in obtaining details of the deliberations on Beijing’s international policy and the use of overseas Chinese as state agents, which were deleted from the main party documents. Other resolutions in the Congress were also kept secret, and while the CIA got wind of these, it had little access to “Zhongnanhai”, the headquarters of the CCP. The CIA claims that it has obtained some documents, which its Chinese sources did not deem important, but which contain damaging revelations about the Chinese policies in India’s North-East.

The documents specifically identify the strategic need to cut off the North-East from India to strengthen China and bolster its expansion programme in the region. According to the documents obtained by the CIA, China wants to repeat a 1962-type war with India, using mobile tactics to crush it.  The conflict will be timed with China’s emergence as a world power, and the documents say that social unrest will undermine India and ruin its economy.

It also says that the Chinese leaders plan to maintain cordial relations with the Indian leadership so that New Delhi may lower its guard for a long time.
