HPC-D – Mizoram talk fails to take off

The proposed dialogue between Mizoram Government and Manipur’s Hmar People’s Convention-Democrats (HPC-D) at the Mizoram - Manipur border village of Suangpuilawn  fizzled out as HPC-D delegation failed to come to the village. Official sources informed that the  four-member delegation led by the outfit’s ‘army chief’ Lalropuia failed to come for the first round of talks. Unofficial sources said that the HPC-D delegation was not happy with the wordings of the State Home department in its letter authorising ‘safe conduct’ for the delegation in which it was stated that the first round would be preparatory talks on how to conduct the parleys. ‘The militants refused to come as they regarded the  proposed talks to be first round of dialogue,’ the sources said. Mizoram Government and the HPC-D agreed to hold talks on different issues including creation of a separate autonomous district council for the Hmars comprising Hmar-inhabited areas in the North-Eastern part of the State.
