Powerful bomb blast at Chandramani Singh’s house

Underground militants exploded powerful bombs destroying portion of the gate of Manipur Deputy Chief Minister Chandramani Singh’s private house. Official sources said the militants exploded a powerful bomb at the gate of Mr. Singh’s private house at Patsoi area, about 15 km from Imphal, destroying wall and portion of the gates. Dr. Singh was not present at the time of the explosion, the sources added.

Deputy Chief Minister Dr. L Chandramani, Minister of State for Home Affairs A Biren and the Chief Secretary had another narrow escape when a large number of irate Manipur Rifles personnel, who are on an arms-down strike, stormed the office of the Commandant this morning. However, some of the clerical staff of the 1 Manipur Rifles were reportedly wounded in the incident. A meeting was being held when the incident took place. The Deputy Chief Minister, MOS (Home), Chief Secretary Rakesh, Principal Secretary (Home) D. S. Poonia and Additional Chief Secretary Saishuana and Commandant of the 1 MR M. S. Saranthem were present at the meeting.

The meeting discussed the ongoing crisis following the arrears scam in the 1 Manipur Rifles battalion. During the meeting, the deputy Chief Minister also requested, the MR jawans to submit a written statement about the ongoing strike with the necessary signatures of the jawans so that the matter could be tabled before a Cabinet sitting. 

However, when the cashier of 1 MR, identified as one Angoucha, started to read out the causes of the arrears scam, the irate MR jawans suddenly stormed the meeting site and beaten up the clerical staff of the 1 MR including the cashier. During the incident two more lady clerks were also reportedly wounded. 

The Deputy Chief Minister, Home Minister, Chief Secretary, Home Secretary and Additional Chief Secretary were escorted by the Deputy Commandant of the battalion R. K. Tutusana and some personnel to a safer place during the incident. When the officials of the 1 MR battalion contacted the doctors, the personnel of the MR did allow the doctors inside the battalion campus. 

Earlier, during the meeting, the Deputy Chief Minister repeatedly requested the jawans of the 1 MR to wait for the result of the departmental inquiry into the arrears scam. However, the jawans refused it, saying, "We want our arrears in time. We don't require inquiry nor investigation". 

In the meantime, two commandants of the 7 and 8 battalions of Manipur Rifles were placed under suspension in connection with the arrears scandal. Two high-level committees and a staff council have also been instituted. The strike meanwhile affected administration of security forces in Manipur
