Naga Ceasefire Monitoring Group

Shenoy replaces Srivastava as ex-officio chairman

Additional Secretary in the Ministry of Home Affairs Dr. P. D. Shenoy has been appointed as the ex-officio chairman of the Ceasefire Monitoring Group which has been established to oversee the implementation of ceasefire in force between the Centre and the Isac-Muivah faction of the National Socialist Council of Nagaland (NSCN-IM).

Dr. Shenoy replaces P. P. Srivastava whose term as the chairman of the monitoring cell came to an end on February 28 last.

For long the NSCN (IM) were demanding the removal of P. P. Srivastava from the said post. To press the demand, the underground outfit did not attend any meeting of the monitoring committee for couple of months.The NSCN (IM) alleged that Mr. Srivastava worked against the interests of the Nagas during the Naga-Kuki clash in Manipur as the advisor of the then Manipur Governor Gen. V. K. Nayar. However, Mr. Srivastava denied all the allegations. He clarified that he was not in-charge of law and order during his tenure as the advisor of the Manipur Governor.

Admist all the charges and denials, the work of the monitoring committee came to a standstill as the NSCN (IM), one of the main partners in the ongoing peace process, refused to settle for anything except for Mr. Srivastava's removal.

It must be admitted that the Centre played its card well during the crisis. It neither accepted nor rejcted the demand of the underground outfit and allowed Mr. Srivastava's term to come to an end. And once his term was over, the Centre quietly replaced Mr. Srivastava.
