Arunachal annual plan outlay is Rs. 665 Cr. The annual plan outlay for Arunachal Pradesh for the year 1999-2000 has been fixed at Rs. 665 crore. The plan size was finalised during a meeting between Deputy Chairman of Planning Commission K. C. Pant and Arunachal Pradesh Chief Minister Mukut Mithi. During the meeting, Mukut Mithi, like his Manipur counterpart Nipamacha Singh drew the attention of the commission to infrastructural constraints in the State. He cited late introduction of the planning process in the State as a reason for this. He pointed out that tea cultivation and tourism were needed to be taken up on a priority basis to strengthen the economy of the State. Mr. Mithi informed that the State Government was planning to introduce the local area development programme for State MLAs on the line of the Centre's MPs Local Area Development scheme (MPLAD). On his part K. C. Pant as usual advised the State to take concerted action to achieve progressive reduction in the administrative costs, to step up the mobilisation of additional resources and improve functional efficiency in key sectors like power and road transport. Mr. Pant further emphasised on the State the desirability of formulating a Vision-2020 document and the need to accelerate the implementation of micro-hydel schemes and also completion of various ongoing projects for which monitoring arrangements had to be strengthened and streamlined on an urgent basis. An amount of Rs. 15 crore has been earmarked for the State from the Central non-lapsable pool of resources during the current financial year. |
