Insurgency-related crimes in NE show no sign of abating


The general law and order situation in the troubled North-Eastern region seems to have improved although insurgency has taken a toll in four of the Seven Sister states, according to official sources.
The number of murders and cognizable offences has come down, but there is a sharp increase in kidnapping, abduction and extortion cases.

Assam with the highest population has maximum number of 23,354 crimes including 879 murders in 1998 as per the provisional figures. In 1997, the number of crime in Assam was 36,562 out of which 1,452 were murder alone. However, during this period the number of kidnappings, has gone up from 113 to 881 as per the figures released by the Central Government.

Meghalaya reported 1,245 crimes under IPC in 1998 compared to 1978 in the previous year. There were 90 murders in the hill State in 1998 compared to 155 in the previous year. Altogether 16 incidents of kidnapping were reported from the State in the same year. In the previous year only six such incidents were reported.

In case of Tripura, perhaps the most troubled State in the region at present, the number of crimes under IPC has come down from 3,444 in 1997 to 2,790 in 1998. The number of murders have also come down from 233 to 197 in 1998. There was however rise in cases of kidnapping. While 56 persons were kidnapped in 1997, in 1998 altogether 166 cases of kidnapping have been reported.
Nagaland and Manipur are two other disturbed states with high number of crimes.
