In two separate memorandum to the Chief Secretary and Health Minister, the SPCC general secretary T. Lepcha highlighted 'serious lapses' in different departments of the administration and sought their intervention in correcting measures.

The memorandum alleged that the Rural Development Department (RDD) reportedly 'blocked' all the funds meant for the poorest of the tribals of north Sikkim. Alleging 'negligence; Mr. Lepcha said the North Dist. Zila Parishad does not seem to be doing any substantial public work and it is non-functional.
