Nagaland Govt. amends revision of pay rules

The Nagaland Government has amended the Nagaland Services Revision of Pay (RoP) Rules, 1999 with effect from April 1, 2000 instead of June 1, 1998 as notified by the government in October last year, according to a government notification. 
Nagaland Government signed an agreement with the employees under the banner of the Confederation of All Nagaland State Services Employees Association (CANSSEA) in October 1998 to implement the revised pay on the pattern of fifth Central revision of pay with effect from June 1, 1998. But the State Government brought in the amendment to the RoP rules in the face of precarious financial position to meet huge arrears of salary and other allowances. 

As per the amendment, arrears of salary and allowances in the revised pay from April 1 to September 30 this year will be impounded in the GPF of the concerned employees for a minimum period of three years and salary in the new scale will be disbursed from October this year. 

The notification, however, said the Nagaland Services RoP amendment rules shall be deemed to have come into force with effect from June 1, 1998 as agreed with the employees but only for the purpose of national pay fixation in the new pay-scale and for the purpose of fixing monthly pension for those who had retired from the service after June 1, 1998.

The latest amendment to the RoP rules 1999 brought in by the Government has evoked mix response from various employees. While the CANSSEA termed it as violation of the agreement reached between it and the State Government, the Nagaland Secretariat Service Employees Association demanded that RoP should be implemented with effect from January 1, 2000 with a condition to impound arrears up to September 2000.
